MOGADISHU, April 3 (Xinhua) -- The African Union Mission in Somalia (AMISOM) said Wednesday it has developed policy guidelines on law enforcement to Jubbaland and South West states' police forces to help modernize policing.

Alusine Dumbuya, project officer in AMISOM police reform and restructuring department, said the policy documents cover issues critical to establishing a professional police force including code of conduct, transfer guidelines, human resource management, dress code, community policing, recruitment, promotion and gender equality.

"These are guiding principles for the Somali Police Force that will be used effectively and efficiently to improve policing activities in the federal member states," Dumbuya said in a statement issued in Mogadishu.

The development of policy documents is part of the AU mission's police's grand program aimed at strengthening the capacity of the Somali police to maintain law and order in the federal member states and secure the country against al-Shabab insurgency.

Other federal member states, according to the AU mission, will also receive the documents.

According to the AU mission, the development of the policy guidelines was part of the ongoing implementation of the Somalia Transition Plan whose key objective is to establish a strong Somali National Security Force capable of securing the country.

Mohamed Nasir Guled, Somali Police Commander in charge of Lower Jubba, said the policy documents will help professionalize Jubbaland State Police Force and improve policing services in the region.

"The documents we have received today are intended to streamline policing activities and we appreciate the help provided by AMISOM," said Gulled.
